Rates variation differs across Tasman District 2 July 2009
The Tasman District Council’s Corporate Services Manager, Mr Murray Staite, today released examples showing the rate effects on five different properties scattered throughout the Tasman District.
“While the increase in general rates is relatively low, at all times during the consultation process the Council has emphasised that there will be an additional impact arising from targeted rates” says Mr Staite. “It is not possible to generalise the total rate effect, as the impact from the targeted rates is sporadic and varies from location to location. However this is not a new issue and for many years the Council has tracked the total rate impact on some representative properties around the district.”
The table shows a wide variety of effects. Mr Staite explains that this is due to changes in new property valuations applicable from this year, as well as the impact of targeted rates. “Where property valuations increased by an amount greater than the average percentage movement throughout the district, those properties can attract much higher rates. Where however the valuation is less than the average across the district, there is a reverse effect.” concludes Mr Staite.
Of the five properties, rates for a residential property valued at $455,000 in Richmond have actually only increased by 4.35 percent. However at the other end of the scale, a farm in the Tutaki worth $3.125 million in the latest valuations will see a rate increase of 68.79 percent.
“There is little we can do about the revaluation effect on rates.” says Mr Staite, “The system of property taxes is the basis of all rating systems throughout New Zealand and unfortunately every new set of valuations brings these extremes of movement.”
Mr Staite says that “new rate notices are currently being processed and will be posted to all ratepayers during the first week of August 2009. In the meantime, any ratepayer wishing to know the exact impact of rates on their particular property should feel free to ring the Council offices at Richmond, where a staff member will be happy to identify the exact rates applying to that individual property.”
