Under the RMA, Council is responsible for issuing resource consents for the use of water, air, coast and land resources in the Tasman District. Once resource consents are issued, Council monitors the use of these activities to ensure that consent conditions are being complied with.

Resource consents are permits that allow you to use or take water, land or coastal resources. They also allow the discharge of water or wastes into air, water or onto land. Resource consents include special conditions to protect the environment.

The Resource Management Act (RMA 1991) gives Tasman District Council responsiblity for sustainable management of our district's natural resources. Sustainable management means:
  • allowing people to provide for their social, economic and cultural needs
  • safeguarding resources for future generations
  • safeguarding the life-supporting capacity of air, water, soil and ecosystems
  • avoiding, mitigating or remedying any adverse effects of activities on the environment.

The RMA and our district policies and plans provide rules and gudielines for sustainable resource managment. We use these rules to control and monitor the use of our coasts, water, soil and air.

The Consent Application Process

During the consent application process, Council staff will assess the likely and possible effects of a proposed activity on the surrounding environment and on other people. Staff will also dtermine what measures need to be taken to avoid, mitigate, or remedy any adverse effects. At the end of this process Council can either grant or decline the application.

Consent Application Notifications

A consent application may need to be notified if:
  • a proposed activity is likely to significantly affect the environment
  • those persons who Council thinks may be affected have not given their written approval for the proposal

Public notification means Council will put an advetisement with details of the application in the local newspaper and a sign on the proposed site. In this case anybody can make a submission for or against the proposed activitiy.

Limited notification means Council will send a letter to parties its considers may be potentially affected by a proposal. In this case, only those people contacted by letter by Council can make a submission for or against the proposed activity.

Development Contributions
 
Tasman District Council has adopted a Development Contributions Policy (DCP) as part of its Long Term Council Community Plan (LTCCP).

Development Contributions are designed to shift more of the cost burden for infrastructure services from general ratepayers to developers and new home builders, those who cause the need for the new infrastructure. New subdivisions and building development will be charged for services including roads, water, wastewater and stormwater. Financial contributions which have traditionally been imposed for reserves and community purposes will continue to be charged where applicable under the Tasman Resource Management Plan (TRMP).
